I'm sorry for replying too late but I rarely see my comment wall. As far I know, there are no theosophical lodges or individual members in Latvia, though there are in Estonia.
I remember that in recent years 1 or 2 people wrote to me from Latvia and I redirected them to Estonia.
I have to search in my email base; moreover it will take time but today I'm leaving for the Far East. I'll be back on Oct 15th. Write to me using the address which is given on the site theosophy.ru
On our Russian forum there are 10 participants who specified their country as Latvia but most of them except one are totally inactive.
